Chris came out that afternoon (Friday) and diagnosed the problem. He came back Monday morning and trenched the area and found the cracked main line (pvc). Had it repaired with copper pipe, new regulator, and moved the cutoff valve to a more accessible location. Chris was friendly, knowledgeable, and efficient.
